I've seen something similar taken on the Northern coast of California. That guy had a high end Nikon (but this was at least 10 years ago). The only catch was he needed a large battery pack that he plugged directory into the camera so that it didn't run out of juice and he had a remote timer that automatically took a photo at precise intervals. I'd think you want a large sensor to get the night images without high ISO noise.
These days a Canon can be used to make professional quality videos. So any camera that fits the two requirements should work just fine.
