At least that is what the Republican machine would like. Senate Republicans have created an unusually inane video about how this country is unable to incarcerate the Guantanamo detainees because clearly we don't incarcerate anyone dangerous already, as demonstrated in this video.

This is a sideshow.
The Guantanamo detainees are covered by nothing at all. If they were uniformed combatants, they'd have been covered by the Geneva Convention. If they were US Citizens, they'd be covered by our laws. As rogue criminals, they're backed by nothing at all.
There are benefits to running around in civilian clothes. You get to sneak into crowds unnoticed before you commit mayhem. There's got to be some penalties, too.
Having said that, this is irrelevant compared to what is happening to the Dollar and to our budget. You could waterboard a hundred people and it would still be a speck next to the destruction of our economy and currency going on right now.
